Currently, the use of computers is increasing each day & the use of the Internet has turned into a necessity in order to accomplish various activities in both the social & working lives. In this wolrd that is becoming more globalised each day, people have the necessity to keep in contact with the society that envelopes us, which, is posible thanks to the Internet.

Nevertheless, we must not forget that the internet is non-regulated communications network, which leads to people committing ilegal & unethical activites that can harm society. Like in many other professions, Computer Science has discovered the need to ponder on it's own ethics, This is known as Computer Ethics.

Definition

Computer Ethics is a new discipline that attempts to make room for itself amongst applied ethics & since a few years ago has emerged with strength in the world around us. It's origin stems from the introduction of computers to many scopes of our social life, ever increasing, each day we become more computerised. It's existance's inception arises from the fact that computers represent particular ethical problems & therefore different to other technologies.

In general terms, Computer Ethics is a discipline that analises ethical problems that are arise from Computer Technology or also those problems re-shaped & aggravated by the Computer Technology. This is due to the fact that there is no existence of regulations on how to use these new technologies, it is up to society & the developers to set the limits.

Objective

It's Objective is to provide guides of action to take when regulations are inexistent or obsolete. Some examples are:

• Discover & articulate key ethical dilemas in computing.
• Determine to what extent does computing agravate, transform or create these dilemas.
• Analyze & propose an adequate conceptual framework & formulate the initial course of action to take with the new activities that computing brings about where no clear guidelines exist.
• Utilizar la teoría ética para clarificar los dilemas éticos y detectar errores en el razonamiento ético.
• Proponer un marco conceptual adecuado para entender los dilemas éticos que origina la informática y además establecer una guía cuando no existe reglamentación de dar uso a Internet.

Ethical Code of Ethics for Computer Science

Las asociaciones de profesionales de informática y algunas empresas relacionadas con la informática han desarrollado códigos de conducta profesional, que orientan el buen uso y manejo de la computadora dentro del área laboral. Estos códigos tienen distintas funciones

• El que existan normas éticas para una profesión quiere decir que un profesional, en este caso un técnico, no es solo responsable de los aspectos técnicos del producto, sino también de las consecuencias económicas, sociológicas y culturales del mismo.
• Sirven también como un instrumento flexible como suplemento a las medidas legales y políticas, ya que éstas en general van muy lentas comparadas con la velocidad del desarrollo de las tecnologías de la información. Los códigos hacen de suplemento a la ley y sirven de ayuda a los cuerpos legislativos, administrativos y judiciales.
• Sirven como concienciación pública, ya que crear unas normas así hace al público consciente de los problemas y estimula un debate para designar responsabilidades.- estas normas tienen una función sociológica ya que dan una identidad a los informáticos como grupo que piensa de una determinada manera; es símbolo de sus estatus profesional y parte de su definición como profesionales.
• Estas normas sirven también como fuente de evaluación pública de una profesión y son una llamada a la responsabilidad que permiten que la sociedad sepa qué pasa en esa profesión; aumenta la reputación del profesional y la confianza del público.

The 10 Commandments of Computer Science Ethics

1. You will not use a computer to harm others.
2. You will not interfere with other people's work.
3. You will not nose around other people's archives.
4. You will not use a computer to steal.
5. You will not use computing as a tool to commit fraud.
6. You will not copy nor use Software that you haven't payed for.
7. You will not use other peoples' computer resources without proper autorisation.
8. You will not appropriate other peoples' intelectual rights.
9. You are expected to ponder about the social consequences of developing your software.
10. You will always use machines in a way that respects other peoples' rights.
